Meet the Strategic Initiatives team supporting the statewide rollout of the Rural Health Transformation Program

As the Alaska Department of Health’s selected grant administrator, ACF is helping lead the program’s implementation through application intake, review coordination, award administration, and ongoing program operations. From managing the application portal to coordinating statewide review efforts through our funding partners, the team is supporting communities every step of the way.  

Alex McKay, president and CEO, was born and raised in Alaska and brings 30 years of experience in public policy and philanthropy, including the Rasmuson Foundation and Casey Family Programs, working at the community and systems level with federal, state, and tribal organizations. 

Megan Cacciola, vice president of programs and grants, brings broad experience across philanthropy, the humanities, and community engagement, including her prior role leading programs and grants at the Alaska Humanities Forum, Alaska’s state humanities council.

Chellie Skoog, managing director, joins us from The Foraker Group, where she spent more than a decade strengthening Alaska’s nonprofit and tribal organizations through financial management, capacity building, governance support, and leadership development.

Desiree Jackson, senior fellow, brings deep roots in Alaska Native health systems, having worked across ANTHC, Southcentral Foundation, SEARHC, the Alaska Native Epidemiology Center, and, most recently, as the executive director of the Goldbelt Heritage Foundation.

Chris Perez, senior program officer, brings more than 30 years of experience in philanthropy and impact investing, with deep expertise in housing, community health, and economic development, including prior roles at the Rasmuson Foundation, the Heron Foundation, and Pfizer Inc.

Shenna Fortner, principal policy advisor, brings more than 15 years of experience at the intersection of environmental law, policy, and community investment, including work in tribal government affairs and as founder and CEO of Carbon Market Exchange.

Sydney Copley, senior program manager, has built her career around statewide projects grounded in public service and philanthropy. She has worked in the Office of the Governor and at Rasmuson Foundation, and brings a breadth of knowledge across Alaska’s nonprofit, government, and philanthropic sectors. 

Alissa Holcomb, grant manager, previously served as program manager for the Seward Community Foundation, an affiliate of ACF, and brings experience across public health, nonprofit management, and community services, including leadership roles at SeaView Community Services and the Seward Community Health Center. 

Together, this team brings decades of philanthropic experience, Alaska Native community knowledge, legal and regulatory expertise, operational precision, and a commitment to serving Alaskans.
