Image of H.A. "Red" BoucherRed Boucher and his family came to Alaska after his service in the Navy. They settled in Fairbanks in 1958 after John F. Kennedy, whom he campaigned for, told him there was great potential in the far north territory. He founded the Fairbanks Goldpanners baseball team in the 1960s, setting up the roots of the Alaska Baseball League. He served on the Fairbanks City Council before becoming mayor in 1966. He was elected lieutenant governor of Alaska under the second administration of Governor William Allen Egan, serving from 1970 to 1974. Afterwards, served in the Alaska House of Representatives and Anchorage Assembly. He also had an interest in telecommunications, sparked by the first Apple computers, and became known as a telecommunications whiz whose successes included a crusade to boost Internet access in remote Alaska villages.

The Red Boucher Scholarship honors the late H.A. “Red” Boucher and was established by the Alaska Society for Technology in Education in 2008.


The Red Boucher Scholarship awards are up to $500.

Eligibility Criteria:

  • Applicant must be a graduating senior, or previous graduate, of an Alaskan high school (public, private, or homeschool).
  • Applicants must be in good academic standing with a minimum cumulative GPA of 3.0.
  • Applicant must be formally enrolled full-time in a technology-related program by the beginning of the semester they will use the award.
  • Applicant must have the goal of pursuing a career in a technology related field.
  • Applicant should demonstrate motivation, academic and/or leadership potential.
  • Prior year awardees are eligible to apply again.

Students who demonstrate financial need

IMPORTANT: Scholarship recipients must submit student ID number and program information by June 30, 2024 to ACF through the online system before the award can be disbursed. Failure to do so will be an automatic forfeiture of the award unless student chooses an award deferment.
